Contract scope, current licences and registered domains

The 2025 settlement needs the correct attribution

On 17 December 2025, the Commission announced a combined £2m payment in lieu of a financial penalty across PPB Entertainment, PPB Counterparty Services, Betfair Casino and TSE Malta LP. The findings concerned customer-interaction failures, including inadequate identification of harm, intervention and evaluation.

The regulator also recorded cooperation, early acceptance and prompt action planning. This was a four-licensee settlement, not a £2m standalone Paddy Power Casino fine. The detailed customer examples in the statement are Betfair examples, so we have not relabelled them as casino experiences here.

The regulator's dated public statement

The 25 May 2023 announcement concerned a different issue: a £490,000 fine for PPB Counterparty Services after a sports promotion reached devices linked to self-excluded or GAMSTOP-registered accounts. It is relevant group context, but it is not a separate casino finding against PPB Entertainment. We have not independently verified the completion of remediation arising from these cases.

Customer funds: what 'high protection' refers to

Paddy Power describes a trust arrangement with The Sporting Exchange (Clients) Limited as trustee and labels it high protection. The page also identifies exceptions, including certain licence-required holding arrangements and money still with third-party payment providers before transfer into the trust.

That is a description of the published insolvency arrangement. We have not recast it as FSCS insurance, an unconditional bank guarantee or a reason to keep a large gambling balance.

Deposit limits

Gross limits count money paid in; net limits subtract withdrawals. The help gives fixed calendar periods with UTC resets. Reductions are immediate; increases require 24 hours and confirmation. These settings do not automatically cover other Flutter brands or Paddy Power shops.

Reality Checks and Time Limit

One official page identifies Playtech; another identifies Pragmatic Play. We have added the provider to their display names so you can tell them apart. The Playtech page describes a physical single-zero wheel and a 35:1 straight-up payout. We did not retrieve an equivalent full paytable for the Pragmatic version, so we have not transferred those details across.

This is worth checking even if you already know roulette. Match the title, provider and help panel before comparing minimums or promotional eligibility. A branded name alone is not a unique game identifier.

Paddy Power's Bac Bo page displays 98.87% near the top, then gives a separate payout ladder for the Tie bet. We reconstructed that ladder across every possible four-dice combination. Under a fair, independent-dice model, it gives a 95.52% theoretical return for Tie.

That is an important difference if the bigger payout numbers catch your eye. The model below explains the arithmetic; it does not claim to measure Paddy Power's actual results or certify its equipment.

Reproduce the return calculation

Enumerate p1, p2, b1 and b2 from 1 to 6. A Tie wins only when p1 + p2 = b1 + b2. For each matching combination, add the published profit odds plus one returned stake; all non-ties return zero to the Tie bet.

Weighted units returned: 2 × 89 + 8 × 26 + 18 × 11 + 32 × 7 + 86 × 5 = 1,238. Divide by 1,296 units staked: 95.52% theoretical return, or 4.48% house edge.

Original calculation assuming independent fair dice and the listed payouts. This is not a sample of Paddy Power rounds, an equipment test, a session forecast or a promised return. We model the Tie bet only. Check the actual game's help panel before relying on a displayed headline RTP.

Published paytable, supplier format and settlement corroboration

The independent cross-check is a 2023 Austrian Lotteries rulebook with the same Tie odds and an explicit return of the winning stake. It is corroboration for interpreting the payout convention, not a source of British account limits. We have not imported its stakes, licence or Player/Banker settlement as Paddy Power terms.

Researched on 1 October 2026 for Great Britain. We checked operator scope, UKGC records, payment and account help, specific promotional pages and supplier descriptions. Our game finder contains 17 researched references, including separately identified non-live content; it is not a complete account inventory.

What is original here

The Bac Bo model enumerates all 1,296 equally likely four-dice outcomes and applies the published Tie paytable. It is deterministic, not a set of observed rounds. The Golden Chip tool isolates returned winnings from returned stakes. The payment checker flags a two-method net-deposit restriction without inventing a full allocation policy.

What was not tested

No account opened, deposit made, wager placed, payment timed or support response measured. We did not verify signed-in table availability, current seats, account-specific offers, every paytable or a working mobile session. Public source references and publisher imagery cannot establish those things.

The 12 selected player accounts are paraphrased with original dates, product scope, location evidence and reported outcomes.
